碩士 === 國立花蓮教育大學 === 生態與環境教育研究所 === 95 === Ecotourism is essentially a form of nature-based tourism that strives to be ecologically, socio-culturally, and economically sustainable. In recent years there have been many countries advocating “community-based ecotourism” as a means of enhancing local community participation and well-being as well as environmental conservation. The purpose of this study is to record and analyze the ecotourism program conducted in 2005 in the Tatung and Tali Areas of the Taroko National Park. Based on the theory of collaborative planning, this study employs three criteria, namely the knowledge resouces, relational resouces, and mobilization capacity, to exaim the design, processes and outcomes of the ecotourism program. The operation mechanism of the ecotourism activities, codes of conduct for tourists and residents, and stakeholder interaction were all analyzed and commended. The findings show that the ecotourism program provides an innovative initiative for involving local people, the program designer and operators, and tourists in a mutual learning and benefit-sharing process. However, one-year programe is not enough to significantly contribute to local environment and economy. Further commitments from the authorities and community organizations are necessary to sustain the ecotourism development of the area.
