One year after, Kaohsiung County passed the Private School Autonomy Regulations that support the private schools’ establishment. Until this year, there are total seven counties in Taiwan have passed the similar regulations. Other than the Private School Autonomy Regulations, Yilan is the only county that applies the charter school model to entrust the public school to private organizations. The importance of this new charter school model not only complies the education reform all over the world; this special Taiwanese experience also causes a lot of the discussion among the education reformers. According studies in Taiwan, this new charter school model that entrusts public school to private management is the most appropriate model in Taiwan. It has been five years since Yilan County Government entrusted two new public schools to Non-profit Organizations on August 2002. This study found that these two schools indeed develop the philosophy of experiment and innovation that has given by the autonomous regulations. The dynamic and multiplicity that they have developed are different from regular public school. However, there are still many disputes that we found during the school sit visits and evaluations. In United State, the charter school system has been working for many years. The accountabilities of the charter school are defined by the states’ charter school law or by contract. The evaluation process not only include the compliance of the regulations and contract, reducing of educational process control, but also emphasize on the enforcement of the schools’ characteristic and educational goal, create the accountability plan, and students’ performance that include in the plan. The goal is to establish the indicator, criteria, and evaluation tool that are based on the center of the student learning. This evaluation process that help government to obtain charter schools’ accountabilities precisely, and help schools’ further self-improvements. In order to help the similar educational reform, this case study is based on the two private management public schools in Yilan County. This study contains three steps. First, the research uses the literature reviews and site interviews to understand the disputes that were found during the past few years that the Ministry of Education’s site visits. Second, based on practical experience and evaluation process on other countries’ charter school, this study intends to design a draft of school evaluation plan that can be used for both local department of education and the entrusted school. Finally, the draft of school evaluation plan is finalized through the focus group interviews among the two private management public schools and Yilan Department of Education. The purpose of this study, based on this Yilan Experience, is to realizing the Article No. 7 of the Fundamental Law of Education, which promote the private education and private school.
