Summary:碩士 === 國立新竹教育大學 === 教育學系碩士班 === 95 === From 1994 the Council for Cultural Affairs promotes the concept of“community empowerment” until now that already has lasted over ten years.In the period although we have experienced the change of the political party, the replacement of six cabinets and the transformation of four Chairmen of the Council for Cultural Affairs,those didn’t affect the consciousness of promotion and awakening. Community empowerment has transformed the concept into the real execution for community energy promotion, and has continued silently deeply loving the country and gradually accumulating energy with “silence revolution”, just like “learning revolution”. This research was about Jiouzantou Cultural Association of Hsinchu County. Because of the dream and love for their hometown with the group of collective leadership, they organized a group of passionate native people to use “education” to empower the mutual recognition, and to inherit the culture of Hakka. They also used children community learning activities such as Jiouzantou Hakka's rag doll theatrical troupe and the water buffalo vacation school to lead parents of the community study together. Then they integrated limited resources of study. They used the community learning to build the mechanism of software and to develop the infinite human resource for community, and that is the project of development for ten years. They have the mutual recognition to carry on the next ten years hardware engineering by themselves, and they want to gradually complete the community life classroom and develop the “learning industry” that internally is the circle of study life and externally is the study lodges to build a big town with national outdoors teaching. This research through the observation, interview and analysis of the document interpreted the case of community learning such as Jiouzantou Hakka's rag doll theatrical troupe and the water buffalo vacation school,and concluded the formation factor and SWOT analysis of maintenance with Jiouzantou Cultural Association in community learning. Finally, by the purposes of this research, the conclusions were proposed. The research could carry on the reference of the construction of community empowerment with community learning for our community organization in the future.
