Abstract
The purpose of this study is to investigate the status of the principal’s selection system of the junior high school and the elementary school and to promote the principal’s selection system through the survey of the public opinions from the educational profession and the comparison with the principal’s selection systems in HsinChu City and others .
The surveys conducted in this study are citation analysis , document analysis, and depth interview that belong to the qualitative research. It focuses on HsinChu City Principal’s Selection in 2006 School year. The subjects in this survey are the principal candidates and the members of the principal selection committee. Through analysis on relative documents and in-depth interviews, the main conclusions of this study are summed up as follows:
1) For the function positive and negative : The major positive factors in selecting system are prompting competition and improving the effective of school’s implementing ;The negative impact are adulation and the instability in campus .
2) For the election recognition and feeling: The candidates and the selecting committeemen due to the differences of role and environment, each has unique cognition experience and feeling about the implementation of principal selection.
3) For the right person in right position: In the goal of the policy for recruiting competent principals, there are different sounds for the current implementation of principal selection system. Participates have various psychological cognitive roles and group conditions.
4) For the election organization and operation: Principals put emphasis on the flexible members. The strong egoist requirements of parents and teachers have impact on the election process and result.
5) For the selecting criteria: Committeemen’s opinions about the criteria are deeply influenced by their team values.
6) For the electing procedures: The election lacks the human confidence and respect. Participates have differenct sounds for the running method of principals in participates. Principals are favor on the two phases of election; nevertheless parents and teachers are in different views.
7) For the performance appraisal: In general, teachers and parents have poor comprehension on the recognition. The hard efforts on school affairs are not critical on the election which is a loss on the principal training and election system. The efficiency of running school should be considered to become an important standard of the principal selection system.
8) For the facilitating measurements of principal selection system.
