The main purpose of this research is to ascertain the effect of Technology Development Program by Ministry of Economic Affairs (MOEA) and the value of Intellectual Capital (IC). This research collects statistic data from“Annual Report of Technical Projects“ by MOEA, selects variable elements according to theories of Intellectual Capital and relevant references, constructs connective performance models between Intellectual Capital and effect of Technical Projects, interprets the complementary among elements of Intellectual Capital, and understands other factors influencing the consequences of Technical Projects.
The research reveals that both Human Capital and Relationship Capital have positive influence on execution of Technical Projects, meanwhile, Structure Capital and Relationship Capital strengthen the effect of Human Capital on Technical Projects. Obviously, not only individual capital but also synergistic outcome resulted from interaction among different capitals have an effect on the performance of implementing Technical Projects. In addition, the project period and administrative institutions simultaneously affects the effect of Technical Project. The evidences show that the longer execution period takes and more cases to be implemented, the better performance will be. Such an outcome is because of participation of Intellectual Capital and accumulation of intelligence.
This research confirms that Intellectual Capital is the cornerstone of value to R & D organizations. It is also the model to evaluate the performance of Technical Projects, intangible assets and efficiency. From the strategic viewpoint of resource distribution, it provides administrative organizations a better understanding and it verifies the forming and management of Intellectual Capital in Technical Projects. Applying each elements of Intellectual Capital adequately will greatly improve the performance of Technical Projects in ourcountry, strengthen industrial policy for technology as well as expedite industrial upgrade.
