Decision maker is the critical role through the entire decision activities. Therefore, we attempted to build a fixed decision approach for decision maker to take it as reference by studying the relationship between decision and risk perception. The principle of game theory is to maximize ones own value, the applicable methods include of adjusting the strength and optionally cooperating with the competitors. The direct conflict and opposition mostly will diminish the overall values of the game. The Co-competition Game Theory is to increase oneself value in the game during the competitive and cooperative processes. In this research, we used Analytic Hierarchy Process (AHP) and Game Theory as the research methods after analyzing the literatures to find out the factors that influence decision makers’ risk perception. In this study escapes from the controversies between quality and quantity methods to make integrated applications of both advantages and combine two methods of were assumed the given weighting AHP and Game Theory successfully. Most of the previous literatures regarding Game Theory to analyze the strategic issues. In this research, we calculated the weighting of each factor’s by using the AHP, then developed the game tree and the payoff matrix of Game Theory strategies.
