In a war a commander would be confronted with a lot of issues on how good his unit’s combat skill is and what appropriate military tactics or strategy he could make. No matter what issue it is, it would have something to do with forces allocation. In the past, most scholars focused on the threat assessment and attrition; they seldom studied forces allocation. But now, they have to consider the following factors, for example, branches of service, courses of assault action, and estimated periods of time for reaching the goal of a battle. The factors mentioned above are all included in the content of seven steps of PA (Project Advancement). If we completely use PA to analyze the whole case, it would be too complicated. Thus, this paper will be based on PA, but its focus would be on certain thing. We assume in this study that a commander has already chosen an assaulting advancement strategy supported by the fighters.
