If this kind of waste is recycled in due time, it can be used as valuable organic fertilizers and animal foods. In addition, such recycling could efficiently reduce waste (the amount of waste reduction differs from region to region, in the case of Tou-cheng, statistics have shown that the full amount of waste can even be reduced to 50%). In order to have kitchen waste become valuable wastes or even a resourceful public property, effective governmental intervention is necessary. The research target has placed on the case studies of I-lan county. Looking at the measures of kitchen waste recycling implemented by the local government, this study discusses the related policy by the interviews of key persons. As a matter of fact, the processes of recycled kitchen waste are not dependent on the region as such but on the treatments. According to the Waste Act no.12, Taiwanese EPA (Environment Protection Administration) is due to plan to create standard criteria for kitchen waste recyclyed efficient. On the contrary, EPA issued too many administrative orders to limit local government adopting specially designated ways. Taiwanese EPA administrative orders about kitchen waste recycling for local government is not legal and not efficient for local self-government. The central government must carefully balance the power to the localities, so that a responsible policy can evolve and an effective administration becomes possible.
