This earthquake destabilized the mountain range geology. Large-scale slopeland disasters are especially serious due to debris flows that occur in mountainous areas during Typhoons and the Meiyu season. Debris flows occur suddenly and the destructive power is strong from the rush of water. Buildings can be buried and bridges, farms, roads, water conservation facilities and other equipment are often destroyed. The safety of people and property are seriously impacted in downstream areas. The study area is a local debris-flow prone stream that may or may not be mapped by the Designated Soil and Water Conservation Area in the upstream watershed in Chiayi County. Decreasing soil and sand sources from artificial development activity in a watershed area can therefore decrease disaster causes and the need for excess engineering. The Ali-Shan development tourism industry uses the Ali-Shan highway and Ali-Shan forest railway as the primary external traffic means. This is different from other counties. This study establishes an assessment model and field investigation using the Geographic Information System (GIS), combined digital terrain modeling and aerial photos to establish the risk factors of each debris-flow prone stream. Five Designated Soil and Water Conservation Areas are chosen to determine model verification and mapping for Designated Soil and Water Conservation Area benchmarks.
