Hsinchu Science Park already becomes the key position of high-technical industries in Taiwan with it’s over 20 years setting up history. Taiwan government clones the successful experience to set up Central Taiwan Science Park and Southern Taiwan Science Park in turns. There were no related essays on comparing with those 3 science parks in the past. The thesis is primarily studying about the impact of strategic resources on the forming of industrial clusters and its relationship. Besides, the thesis also discusses the impact on the performance with the relationship of industrial clusters. It further more compares the differences on strategic resources, industrial clusters relationships, and performances with 3 science parks in 6 industries. All companies from the three major science parks in Taiwan are the target population. Every questionnaire was sent to each company to the attention of the upper management. 584 questionnaires were distributed and 114 effective ones returned, resulting in an approximate response rate of 19.52 percent. This thesis applies Descriptive Statistics Analysis, Reliability Analysis, Confirmatory Factor, Pearson Product-Moment Analysis, Path Analysis of LISREL model, and ANOVA. The studying result illustrates the gaining of strategic resources helps the forming of industrial clusters relationships. The processing relationship in industrial clusters helps performances even better. Besides, Hsinchu Science Park is the out standing one in the three of them in comparing with various structures. Semiconductor and Photoelectric are having impressive performance in the six of them. The thesis would be a suggestion for Taiwan government and related academic instruments to help the developing of strategic resources in sciences parks. They should also offer their notice on potential industries with even more IV active planning and encouragement to make industrial clusters into practice. With the supporting, it would help the industry developing faster and nicer in order to create one more brand new industry with strong competitive in international market.
