We colledted data through questionnaires (N=70) and individual interview with students (N=20) in the elementary school in Chiayi city. The study showed the following findings: 1. The students made progress in identifying the problems when they face the issue of building Hu-Shan reservoir. Most of them could express more positive and negative opinions about building the reservoir after the teaching. 2. After the teaching, most students thought building Hu-Shan reservoir can be replaced with more alternative plans, such as inducing water or buying water from other areas. 3. The students adopted some criteria, such as the water quantity, water quality, maintenance of human health and the conservation of environment and ecology, to help them to judge the advantages or disadvantages of building the reservoir. 4. More than half of the students opposed building Hu-Shan reservoir. They mainly took the conservation of environment and ecology into consideration. However, the approvers put much more emphasis on human health than the other aspects. 5. The factors, which mainly influenced on the students’ decision-making, were personal values, personal understanding of the issue, and information resources. 6. Most students’ thinking dimensions were not complete when they face a dilemma. They tended to make a decision under less consideration of the whole situation.
