In Taiwan, photovoltaic energy has attracted more attention than other forms of renewable energy. Since 1997, the photovoltaic energy industry has maintained rapid growth because photovoltaic energy is both environment friendly and sustainable. This study aims to make concrete suggestions about the future development of photovoltaic energy in Taiwan. To this end, this study overviews the development of photovoltaic energy in some developed countries, such as Germany, Japan, and the U.S. With the overview, this study further offers an analysis of the industry characteristics, the market competitiveness, the development trend, and differences among different countries’ polices to serve as a reference for the government and other relevant sectors. With the analysis of the industries and policies in some advanced countries, this study clarifies the problems facing the photovoltaic energy industry in Taiwan and offers an in-depth analysis of the competitiveness of Taiwan in developing photovoltaic energy. This study finds that the biggest problem of the development of photovoltaic energy in Taiwan at the present time lies in the slow pace of change in the legal system rather than the inadequacy of technology, funds, or talents. It is the establishment of laws and policies that plays a crucial role in speeding up the development of the photovoltaic energy industry in Taiwan. The study suggests that different factors can play crucial roles in the short-term, mid-term, and long-term development of photovoltaic energy. The development in the initial phase relies heavily on the incentives, subsidies, and compulsive measures from the legal system. The mid-term development requires the sound establishment of the structure of the industrial chain, the strengthening of the marketing strategies, the heightening of the consciousness of environmental protection, the emphasis on research and development for the extensive application of products, and the creation of the core value chain of photovoltaic energy within the company. At last, the long-term development requires continuous efforts towards research and development to ensure the sustainable development of photovoltaic energy.
