The investment in workforce is the foundation of a nation’s constructions and developments. Every organization, public or private, regard workforce the important assets of its own. The quality of the workforce is critical in promoting the competitiveness of a nation or an enterprise. As the rapid change and progress in science and technology, the forming of staffs’ key abilities becomes crucial to enhance the competition of an organization. As to public organizations, the quality of the civil service is as well the important factor of the government’s efficiency which lies in the way to recruit and retain the outstanding staffs in the workplace by means of testing, selecting, and other policies applied by human resources management. However, the organization might lose its value or even become its own burden or debts if it does not pay attention to and foster the human resources while organizing in a rapid changing environment. Key ability is the source of competitiveness. A study in American enterprises discovered that the successful factor of some newly emerged companies rely on organizing and integrating their staffs’ key abilities. Therefore, my research is to discuss the personnel directors’ key abilities and the role they played in public primary schools. I chose primary schools in Taichung to do this research in hope that it could promote the personnel directors’ efficiency and effectiveness and hopefully to provide the reference on personnel appointing, transfer and promotion, performance evaluation, salary structure and training in Taichung public primary schools. The thesis divides into three parts: the first part is theoretical foundation discussion. To define “key abilities” based on human resource management under the ideological trend. The second part is the inspecting of relevant documents, focused on the foreign government and domestic experience of setting up key abilities for public organizations, and carry on the study on periodical thesis and documents related to large thesis for the Doctorate and this research. The third part is to discuss the present situation of human resource management in Taichung public primary schools in order too understand the problems in personnel training and give feasible suggestions. Throughout the study of relevant theoretical documents and intensive interviews with personnel directors in Taichung public primary schools as well as the results of this research, I have following suggestions: First, set up and train personnel’s key abilities actively. Second, reinforce the ability the personnel director short of. Third, strengthen the tactics of human resources management through advanced training, rotation, efficiency examination and promotion and transfer evaluation.
