The study adopted an action research approach. Thirty-two 9th grade students were the subject of this study. The teaching used the web forum that installed and designed by the researcher to be an inquiry and discussing platform where students solved problems collaboratively. The course was designed and revised according to Schwab's Scientific Inquiry Model. Both qualitative and quantitative research methods were used in the study. The result showed that some dimensions of students' learning motivations rised significantly. From the qualitative data analysis, the study also found that this teaching method gave the students themselves better confidence. The students like this kind of teaching method better than the traditional lectured method. The influence on grades of the achievement tests was non-significant, however, students' inquiry abilities increased. According to the result of the research, applying inquiry-based instruction in web environment into science teaching in junior high school can help students' learning motivation, and is not necessarily to reduce the student's learning achievement.
