Summary:碩士 === 國立暨南國際大學 === 比較教育學系 === 95 === This research aims to make a study of e-Learning policy, background, meaning, current situation, and strategic characteristics of higher education in Australia; construct related developmental situation in Taiwan to proceed to comparison and analysis, and find out workable means to inspire Taiwan according to national conditions of Taiwan. In order to carry out the objective that stated above, I will adopt Archival Research and George Z. F. Bereday comparison Research. First of all, I’ll probe into the meaning, characteristics and theoretical foundation of e-Learning with document analysis. Secondly, I’ll investigate the policy, background, evolution, current situation, and strategies of higher e-Learning in Australia; propose the definition on the basis of inquiry, and get foot the comparison and analysis between two countries. In the end, I’ll estimate several ways that supply reference about e-Learning that higher education spread in Australia and address concrete methods that suit social cultural network in Taiwan. The result of research reveals that on national policy, Taiwan should sustain to develop the basic construction of computers and network to establish the groundwork of e-Learning, put certified measures into practice, cancel the limitation of graduated credits, have e-Learning and traditional learning in campus would be accepted widely. Other than that, in the aspect of internal structure of higher education, we should draw a line for our e-Learning market firstly, confirm to develop the planed direction of e-Learning, and the choice of teaching platform could be individualized according to situations of every institution. As long as tally with the international standard, we can suggest the central authorities to set up the institution with specialized responsibility and aid to design the curriculum, put emphasis on the development and training of the faculty of institution, and conclude the measures of encouragement and inspiration except of fund. However, institutions can adopt interscholastic cooperation and resources sharing, reinforce industry-academy cooperation, and enlarge the finances. In addition to, they would join the international organizations positively, carry out the overseas strategic alliances or the policy of offshore education to expand the development of higher e-Learning of Taiwan.
