The C4ISR in the army is mainly forced on the integration of radio frequency, although the communication in most operation is factitious. If the commander couldn’t handle the deploy of army in ordinary, the overall information wouldn’t be rapidly integrated in the early stage of war. It is too hard for the military commander to handle situations in airplanes, cars and soldiers. The research architecture focuses on a system, which is distinguished by assigning a specified number and has a property of highly encryption. It also can be monitored by using GIS and provides a redundant for communication. At the beginning research, the article discusses about how to integrate communication system between military and commercial provider for building a digital battle field. The reporting information during the experiment can access the network via GPRS module to server station, and then the surveillance function is realized by hardware and to build a seamless environment. The achievement of objective function is verified by cross-country flight planning. The communication and surveillance concept of C4ISR is realized by G3, which integrates GPS, GPRS and GIS.
