The European Union was established after states signed the Treaty of Maastricht. In the situation that European expansion was going on and the political and economic was integrated, EU wanted to make use of the power in economic and trade and diplomacy to be a non-military power. In 1994, EU advanced the “Towards a New Asia Strategy”, and made it to be main policy of Asian strategy. EU wanted to have more authority in Asia in the future, and thought China will be an important power and has infinite influence in this section. EU understood that China will be important partner and has to build up the relations in all area.
In 1995, EU announced that “A long term policy for China-Europe relations”, and thought EU and China should make a long term co-operation plans to accomplish both their targets Except that EU would draw up the external policy to establish diplomatic relations and omnibus dialogue with China, EU and China should cooperate in agriculture, environment, power sources, technology, education and society. And they have to open up their strategic partnership. In Fact, China and EU have some troubles between them including trade deficit, trade conflict, Arms embargo and some dispute about human rights of China. Although that questions, EU-China Relations have never be shaken.
EU wish China can make a society of democracy, laws and human rights which is like the western counties. And EU wanted to teach China to become a county which is conformed to international system and good governance. EU even wishes China can be important strategic partners in the rest of world and they will go together on making global peace and try their best to do it.
