The general public begins to have the concept that they are glad to buy artworks for investment and financial management. Artworks are not merely the objects for appreciation, but are also the good tools for investment and financial management. On the one hand, they meet the requirements of artistic life enjoyment; on the other, they can meet the needs of investment and financial management for individuals. The factors influencing the activities of the whole art market include the artists, art critics, art agents, art operators and artwork collectors. Ever since the 1990s, the art market of Taiwan has been in a declining situation. In this study, the history of the art market in Kaohsiung is taken as the vertical axis to interweave with the various influencing variables, extend to the actual execution level of the art market, and structuralize the entire art market and the actual application model. The paper is divided into five chapters. Chapter 1 is the introduction, which explains the intentions, purposes and limitations of the study, as well as the definitions of terms. Chapter 2 discusses about the system level of the whole art market, and defines the scope of art market. The chapter also explains the important meaning of art market in economics, and involves the marketing methods in the market, type and market theories, and the way of application. Chapter 3 describes about the development of the art market in Kaohsiung City, starting from the initial stage of development in the early days, to the stage of prosperous growth, and down to the current situation. Chapter 4 mainly makes the case study of foreign art markets, and investigates how to get out of the declining situation and resume the prosperous situation, and what necessary measures should be made. Chapter 5 makes synthetic comments and inference on the whole research paper, and suggests the ideal structure and marketing strategies of art market. Through Dephi methods, Chapter 5 makes strategic evaluation and evidence-based analysis of the art market in Kaohsiung. Chapter 6 extends the questionnaire data, devises the strategies which are suitable for the art market of Kaohsiung, and gives suggestions and prospects of the future.
