The government agency predominates the congelation type of the layout conservancy to the An-Ping history settlement in recent years or for making sight-seeing direction delimitation of area in the cultural park, and lately- passed" the specific district plan in An-Ping historical garden " in 2005；they didn't respect residents' wishes and protect residents' benefits, destroying the local original life style, causing many history buildings destroyed all through the night.The management style of the public agent predominance because of concerning range large cause result not good, this research assume the maintenance of the history settlement,the fund of the legal person of financial groups and enterprises,assistance of the juridical association and history workroom, the supervision examination of the Legislators,can continue maintain the item of the management history settlement. Therefore,this research will use public the standpoint, study every speciality in the history settlement, and regard An-Ping history settlement as the real example base, aiming at public participate current conditions in An-Ping, constructing a set of management strategy to provide An-Ping and other areas' reference.
