Zoning bonus is one of the most popular incentive tools , it attracts developers by applying “Extra FAR”, and the key point for this mechanism is the connection between the policy purpose and the inducement.
According to the experience of American city, it’s not sufficient for government to focus on only one zoning bonus policy, but making wider scope to entire city. Furthermore, it needs to make the object developers more detailed, be clear about “who” ”which” ”when” ”where” ”how” to accomplish the zoning bonus policy, and the priority of all the incentive policies which apply FAR to attract privately developers. Finally, make sure that there has diversity in the entire zoning bonuses system.
The zoning bonus system has been applied for twenty-more years, including Zoning Code、MRT Station BOT、Indoor Parking Lots Reward、Urban Renewal Act and Detail planning. This study try to define the entire system of zoning bonuses in Taipei, by survey laws and planning reports、interview developers and the investment cases statistic. And the result of this study is that there is no comprehensive zoning bonuses system in Taipei, without the sense of total zoning bonus FAR quantity control, the government always devise incentive policy case by case. Moreover, some zoning bonus policies lack of the necessity to use inducement, and short of inducement diversity.
