碩士 === 國立成功大學 === 建築學系碩博士班 === 95 === Chia-Yi city built the city since Kang Xi period, the Ching dynasty, and over 300 years so far. It was the first city that build city wall of Taiwan. Urban plan and industry development in Japan colonizes period let Chia-yi grow into the modernized city fast. However, the lack of active conservation, and the impact of a lot of new developments, made these historical and cultural resources can not nowadays become the advantages of the city redevelopment, and face the suburb threat in the city gradually. This research reviews the natural and humane background of Chia-Yi City’s urban conservation; examine the conservation process of culture assets, present situation of their preservation; great conflict between development and conservation; and countryside style and feature plans to be finished, etc. Try to find out predicaments of historical culture conservation, centre conservation, and the whole city conservation of it. With the comparison of the domestic and international cases, discover conservation problems of Chia-Yi City by making a self-criticism from the system, planning process. Probe into the chance of conservation and redevelopment under the whole city structure, with special city qualities of Chia-Yi City. This text divides into six chapters, the research approaches include documents reviewing, present situation investigation and case studies. Examining Chia-Yi City’s present conservation situation by contemporary theories, we can find that its culture assets tend to the freezing conservation type; resources of the midtown were combined scarcely; and no any conservation plans of the whole city structure. Great disputes between conservation and development in recent years displayed the weak of awakenings to residents of a city, the government resists to public participations, and political policy decisions highly place oneself above the specialty. Comparing with conservation experiences of other cities, can find Chia-Yi City lacks every key element of plans, it also has to strengthen the executive systems and processes of single plan. If it can establish a fine plan system, Chia-Yi City may seek the possibility of urban redevelopment under the conception of 〝urban characteristic conservation〞, with it’s various city qualities and an advantage of small scale.
