It is so convenient for most teenagers to obtain such a transportation tool whether it is borrowed from a friend or come-at-able from his or her own family. The result, however, is that such a convenience might cause relatively high crash involvements, driving without licenses in particular, due to their immature skill in mastering the machine. So that we have conducted a survey of public opinion aimed at those people whose age over 20 years old and the students whose age from 16 to 18 years old so as to get the idea of their attitude toward lowering the minimum test age of getting a light motorcycle driving license. Also, we want to know from this survey: what sort of the students’ social or economic background seems more likely to drive them to have the unlicensed driving experience and how many traffic accidents caused thereby over the past year. From this survey, we can clearly find that general attitude of the public tend to oppose lowering the minimum test age of getting such driving license, but, on the other hand, the students are inclined to agree. The main reasons from the public are that the young novice drivers have immature mind, and don’t have enough skills and experience to deal with the situation on the road. The main reason from the students is that it is convenient for them to attend school or to do the shopping. We can also discover that the more motorcycles one’s family have, the more positive attitude one voices ‘yes’, the public’s opinion shows so and the students alike. The younger the interview- recipients are, the more positive attitude they adopt. Moreover, the males take more positive attitude than females do. In addition, the public with second-class job take the most positive attitude toward lowering the minimum test age. And the parents’ attitude and the temptation from friends around definitely relate to the students’ attitude and are apt to gain unlicensed driving experience.
