But many government agencies are lack of the concepts, experience and procedure to execute PA. The common problems of PA execution are PA entering projects late, leading persons not attentive, poor communication between multi discipline participants, time-consuming review, etc. The key factor for PA success is that combining construction and art in the very beginning and integrating multi -discipline participants in the execution process by the executive groups and curator to play project management role. The PA Installation law just focuses on the composition and function of the related committees without specifying how to execute PA. It remains to develop the procedure and principle to execute PA smoothly, such as how to interact between the execution group and curator. This study develops the principles and procedure to execute PA in order to better execute PA. First, PA execution is divided into three stages: planning, selection and installation. Then, key factors of execution from the current problems are raised. These problems are contrasted with the key successful factors or project management methods of successful PA cases. Finally, the principles and procedure are established. The main findings are typical execution schedule, responsibility chart, and principles and procedures for three execution stages. The findings are validated with PA cases from ZuoYing station and Aquarium Stadium of Kaohsiung. Shing-Tao Chang 張行道 2007 學位論文 ; thesis 115 zh-TW |
