Summary: | 碩士 === 國立中興大學 === 高階經理人碩士在職專班 === 95 === The success of Central Taiwan Science Park project has made it the most important one among state-run constructions over the past decades, whereas it has to cope with unprecedented challenges when expanding the Holi base in 2006. Some EPA members questioned the legitimacy of environmental assessment wondering if it was independent from the government dominance. Furthermore, people residing nearby the science park area make a stand against the project which they accepted originally.
This case study has found that there are four types of conflicts including value conflict, cognitive conflict, interest conflict and interpersonal conflict through obversation and data analysis. The conflict groups include EPA members, environmental protection motivators, law makers and local communities. Since some residents use underground water as drinking water, wastewater disposal and additional health risk of this new project are the main issues which concern the conflict groups.
After obversing 20 representatives among the conflict groups or individuals, this research has concluded that communication, public information, public participation and job opportunities are methods efficient for the conflict management. As to how the government can avoid or manage the same conflicts when developing other new projects, this research suggests that there should be an environment planning. Authorities should collect, analyze and found an environmental inventory which offers correct information before they start the project. For the apparent conflicts, a conflict management planning is necessary including conflict analysis, interest analysis of conflict groups and stategies dealing with conflicts.
