Many related reports showed that construction quality defects were mainly resulted from the inadequate of quality plans. A thorough and accurate quality plan can not only provide systematic guidelines for the contractors’ construction management, but also offer a basis for supervising the construction and checking the results of the final products. Therefore, a proper quality plan is essential for executing and controlling the quality of public construction. The purpose of this study is to develop the system named “Quality Plan Generator” (QPG). This research has assembled experts to discuss and establish the guidelines, quality control standards, examination procedures, examination points, self-check standards of 27 work items. So far, 189 knowledge-components were compiled for the bases of the plans. With the combinations of these 189 components, QPG is able to produce various quality plans. The model of developing QPG is similar to the rationale adopted in the popular Internet Smarty template. With the computer program, just similar to LEGO Toys, QPG manipulate the 189 experts’ knowledge components to build a new quality plans according to the users’ requirements. QPG could save the quality plan writers tremendous of time and also avoid the possibility of making mistakes. On the other hand, the experts’ knowledge can be better incorporated into the plan and the plan itself will be much more complete. Now QPG is available on the website (http://3q.nchu-cm.com), and have been downloaded for 13 thousand man-times so far.
