The 7th Constitutional Amendment for “congressional reform” in 2005 stipulated that the total seats in the Legislative Yuan election will be reduced to 113 seats in the 7th Legislative Yuan election, and 73 seats are designated for regional legislators, elected through the single-member-district system. Thus, the original regional legislative districts drawn according to “Single Non-Transferable Vote under Multi-Member-District (SNTV-MMD)” to elect 168 seats of legislators will be redistricted so as to comply with the new Constitutional Amendment. Redistricting for the Legislative Yuan election is highly influential to the political benefits of parties, incumbent legislators, and local political powers. Thus, every political power has attempted to influence redistricting to obtain the majority interests in the election process and result. This study focused on Taoyuan County as a case. As the original regional legislative seats would be reduced from 13 to 6, through in-depth interview and document analysis, this study aimed to investigate, before the first implementation of the single-member-districts system, the factors affecting the drawing of single-member districts in Taoyuan County for the 7th Legislative Yuan election and analyze various problems incurred. Through five times of negotiations between the Premier of Executive Yuan and the President of Legislative Yuan, the proposals of redistricting legislative constituencies in Taoyuan County were settled through “the drawing of lots” conducted by Executive Yuan Secretary-General, Liu Wu-San, and Legislative Yuan Secretary-General, Lin Shi-San. Finally, the “DPP version” was drawn and immediately sent to Central Election Committee for promulgation. The final version was different from the 2006 proposal of Central Election Committee and the draft submitted by Taoyuan County Election Committee. Due to the diversity of factors affecting the redistricting of legislative constituencies in Taoyuan County, this study conducted a series of investigations into the process and proposals of constituency redistricting to clarify the essence of the factors affecting the redistricting of constituencies. none 張世熒 2007 學位論文 ; thesis 259 zh-TW
