Summary: | 碩士 === 銘傳大學 === 公共事務學系碩士班 === 95 === The study of public policy has been concluded from various discussions of important issues in terms of the analytical approaches of the governmental activities. Policies have been constructed upon people’s certain concepts and varied as time moves on; therefore, different policies seem to appear. How will the policy on military service in Taiwan alter? What are the influential factors, the main factors, the follow-up influence and the change model in the future? This study focused on the literature analysis and comparative historical, and the approach of historical study, institutional study and policy analysis. The main focuses from the government coming to Taiwan, the procedure of Taiwan’s military service policy change was discussed and the cause effect relationship of the policy change. The following findings were the results of this study: 1. The policy changes on military service have various factors, and the policy was generated from the policy environment and space-time context of each individual period of time to achieve the appropriateness along with the dominant government’s “problem solving” and “policy assignment” styles. 2. Because history has continuity, the advantages and disadvantages can have accumulating nature, influenced has constant. So the idea and system in the past of military service would become the important reference of the policy changed on the military service today, and also influence the policy changes in the future. 3. The military service policy still adopts progressive changes in the future, because it is direct influenced the rights and interests of about 200,000-300,000 battle men every year. And it doesn’t include the battle man’s relatives, there is less rebounding caused in progressive changes. 4. The substitute military service still has existed in the future, and the position doesn’t change before the all-round voluntarism carry out. But the relational obligation put into the constitution before the all-round voluntarism carry out. Let the substitute military service become one kind of our compulsory military service to maintain its basic value. In conclusion, the results of this study could hopefully provide a useful reference for the government’s future plans and construction in the military service policy. Further studies could also be carried out from this project.
