There is no fixed status of its organization. The war strategic concept of R.O.C. had changed from “offensive operation“ to “resolute deterrence.” The good and bad of the combined logistics system will be the key point of the future warfare. The ROC Armed Forces must efficiently utilize all available defense resources and adopt every possible effective measure to develop a highly adaptive defense organization capable of meeting the operational requirements in modern warfare. The defense organization of the ROC is now streamlining. Since the promulgation of the Two Defense Acts on March 1st, 2002, a system of "civilian control of the military" and "consolidation of military policy and command branches" has been established within the defense organization of the ROC. Through this analysis, we’ll try to understand how the other countries developed their military logistics systems and use them as references to reengineer our system. During the process of analysis, we’ll give three courses of action. First of all, it’s “the Separation of the Generic and Specific Logistics System” which means the Combined Logistics Command is responsible for the generic supplies and the Army, Navy and Air Force still have their specific supplies systems. The second one is “the Combination of the Generic and Specific Logistics System” which means the combination of the CLC and the Armed Forces’ Logistics Command. The supply, ground equipment maintenance, transportation, medical and ammunition Divisions integrate into the Logistics Readiness Division. The Combined Logistics Support Command and 7 Regional Support Commands support one another and are in charge of the generic supplies. The Army, Navy and Air Force Commands are still responsible for the specific supplies. The last one is “Dispersal Logistics.” The Materiel Production and Manufacture, Measurement, Construction and Facility and Specification Evaluation and Testing units of CLC were transformed to Armaments Bureau. Other logistics mechanisms are dispersed in Armed Forces. After the analysis of SWOT and the approval of AHP, the Combination of the Generic and Specific Logistics System is the best COA. The Armament Branch is responsible for the buildup of the military logistics and it is individual from the Command Branch.
