It was the front line of “strike back at Mainland China “while the continuing tension in cross straits relations. Leaving the industrial development behind and national defense development became the top priority. Until the government has declaimed the disband confrontation status, opened Chinese visit; established Act of Offshore Island Development and “Jinxia mini three links” tryout. Kinmen becomes a path entering Mainland China, and industrial development is soon getting more attention. This research is followed by literature review, in-depth interview, and participant observation. Based on three stages; early period of battlefield governance, later period of battlefield governance and the period of local autonomy to discuss the impact Kinmen district industry make on the local finance to achieve the research purpose below: 1. A study of Kinmen industrial development and policy. 2. Analyze Kinmen financial statement to discuss the financial problem. 3. A study of countermeasure for Kinmen industrial development and local finance. This study shows the price of Kinmen kaoliang, barley and wheat is no longer match to its current market value, there should be allowance to it. On industrial development, there is great potential for Kinmen to develop Kaolian liquor. The Kinmen liquor specialized zone could be arranged with “sightseeing county” industry which aiming for sightseeing business to create its own unique character in each town. On the local government finance, there is a potential concern of over relying on the Kinmen liquor business. The Kinmen liquor business must be well managed to maintain the local income. On the other hand, it is good for whole development to manage fund with partial profit and considering an industry replacement to deduct expenses. Discuss the loss of the business, positively encourage for more investments to enhance the tax sources. Reaching the national tax imposed from district to invest the offshore island fund and giving the authority to local government to work on industrial development which is great for sustainable management.
