Neither association nor union design, what are the causing reasons? Researches suggested: only via understanding the restrictions imposed by Teachers’ Act onto Teachers’ Association, tracing back the policy forming process of Teachers’ Association to conduct further exploration, then the answer can be found. Therefore, this study adopted the multiple streams model provided by John. W. Kingdon (1984) as research framework. And study research methodology mainly adopted "literature analysis" and "interview method", tremendously collected periodical papers, books, articles, research reports, newspapers and the Gazette of the Legislative Yuan between 1980 to 1995, also interviewed with various policy entrepreneurs, conducted process, matching and analysis on information came from all directions, and came out with the following results: 1.In August of 1987, the establishment of Teachers’ Human Right Association and parade exploded the problems of teachers’ human right which had been accumulated for so long, which is known as one of the focus events of problem stream. 2.The declaration of political martial law ending provided a voice channel of teacher’s human right, government’s internal members and structure also changed widely. DPP Party legislators not only had member number increased, but also obtained relative advantage in education committee, this political atmosphere played as a very important factor of converging. 3.No matter whether within political stream or policy stream, teacher organization policies supported by government and private education reform groups respectively, with diversified properties and functions. 4.The multi-wrestling status among government, legislators and education reform groups was significant, and each contemplated for self benefits so to cooperate or rival. This process showed even more obviously about the inefficiency of multiple streams model upon collective decision making. 5.This study found that while viewing each stream alone, rational phenomena presented instead, However, while multiple streams began to converge, mingled with political factors, then irrational process would present, therefore some segments of rationality would still present within multiple streams model.
