Facing to changes of environments or surroundings, organizations must evaluate possible situations to properly adjust suitable organizational structures to ensure continuous maximization of organizational efficiency. This study discoved that organizations adjusted their organizational structure with the change of format or volume of construction. Recently the rapid development of contruction of the Rapid Transit Systems in Taipei might force the volume of these kinds of projects will be diminished in the future. The subject was the Taipei City Government Department of Rapid Transit Systems.This study aims to adjust and redesign the organizational structure of the Taipei City Government Department of Rapid Transit Systems under considerations of different organizational goals. The research methods involved secondary data analysis, literature review, in-depth interviews, and questionnaire survey. The findings suggested that with the encounter of continuous completeness of lines of Rapid Transit Systems and the rest of lines are constantly developed, the Taipei City Government Department of Rapid Transit Systems may take procedural actions, including (1) reinforcing the function of departments and maintaining the present organizational structure in the short term (2) flexibly developing the organization to meet the needs of tasks and environment in the middle term (3) and expecting the continuation of constructing experience of the Rapid Transit Systems to create fine organizational performance and meanwhile offering its own experiences of organizational structure adjustment to other government departments of Rapid Transit Systems and beneficial to continuity of domestic abilities of construction in the long run.
