Whether an enterprise can realize the goal of sustainable management fully depends on the leader’s wisdom in decision making. However, the decisions are usually distinctive that do not necessarily apply to the other enterprises. Therefore, we can logically conclude that organizational decision-making cannot and should not be a herding behavior. However, cases of decisions in conformity that we see so often all indicate that even in the time when blue ocean strategy is so much emphasized today, yet organizations are still influenced by group effects and follow the set pattern of conformity, which is to adopt similar strategies as their competitors do for competition. Data Systems, a domestic major ERP supplier, is the sample for research in this study. The case of the introduction of strategic information technology for ERP system to domestic enterprises is taken as an example in the study. The theory of diffusion innovations presented by Roger (1995) is used for sorting, and the chronological order of the introduction of ERP system in domestic enterprises is the main basis used to decide whether the decision-making is a herding behavior or not, and thus, the structure of the research can be furthered tested and verified, in an attempt to see whether environment uncertainty, diversity of TMT and perceived network externalities will have any impact on the organizations for conformity. Meanwhile, whether the herding behavior of enterprises and organizations will influence the performance of the organizational performance is also probed . It can be concluded from the research results that decision-makers in organizations, influenced by environment uncertainty, diversity of TMT, and perceived network externalities, would have herding behavior. It is also found that when facing more environment uncertainty and perceived network externalities, decision-makers have higher changes to have herding behavior, while when there is more diversity of TMT, the probability for organizations to have decisions in conformity is lower. Finally, it is also verified that herding behavior in organizational decision-making does have significant influence on organizational performance.
