Summary: | 碩士 === 銘傳大學 === 資訊管理學系碩士在職專班 === 95 === In order to adapt the rapid development of information technology, and take into account of the application of outsourcing spirit by private enterprises, the government organizations always take the outsourcing approach in order to upgrade the effectiveness of the government’s information service and to get better results. Especially, during recent years, due to the budget cut on the government organization’s personnel, outsourcing service has became the effective approach for the government organizations to get the new information, to accelerate the extension of information service, to cut down the transaction cost and to upgrade the service quality of the government organization. National Central Library was used as an example in this study, in order to explore the successful key factors regarding to information outsourcing service; and to conduct investigation on the satisfaction degree of service quality by the practical users; the results of this study will serve as a useful reference for the government organizations to conduct the information outsourcing service.
Extensive interviews as specified in modified Delphi method were conducted to the librarians of the National Central Library, combined with PZB Measure Table and professional service items of the library, all of these will become the bases to evaluate the satisfaction degree of quality of information outsourcing service; questionnaires based on PZB Measure Table were conducted to the readers, and we obtained the relevant information of this study. Then through statistical analyses, we obtained the successful key factors regarding to information outsourcing service.
The major results of this study indicate the following conclusions:
1.The successful key factors regarding to information outsourcing service included the characteristic of the party which initiated the outsourcing service, the relationships between the 2 parties of the outsourcing service, the characteristic of the outsourcing business involved, the characteristic of the users, and the environmental factors.
2. Information outsourcing service that is used by readers most frequently, its target is comparatively extensive, and with readers'' frequency of utilization and familiar with degree relatively tallly, the quality to it requires stricter too. The information service majority that rate of utilization ranks behind is fine , profound theme websites, it is not the demand that general masses all have relevant information service, interested or with the relevant document demand readers will just use this information service.
3.Generally speaking, the readers had positive responses to the satisfaction degree of information outsourcing service as provided by the National Central Library, they were satisfied with the information outsourcing service in the aspects of function, technology, library profession and all facet information service.
4.Successful Critical Factors of Information System Outsourcing thought of staff of National Central Library, have all already used several information outsourcing service insides at present, but also every information outsourcing service is it succeed in to use the Successful Critical Factors, it so happened that becomes positive correlation to the satisfaction of information outsourcing service with the reader. So can verify the Successful Critical Factors thought of staff of National Central Library, reference while going on to outsourcing after it is enough to regard as National Central Library.
