The purpose of this paper is to formulate an algorithm for Cable News TV companies to evaluate the key capabilities adjusted to experts’ professional consensus in the area of cultural and creative industry under fuzzy environment. The fundamental concepts we have adopted include the eigenvector method, fuzzy Delphi method, fuzzy set theory, and multi-criteria decision making method. With the concept of balanced scorecard, literature review and the interview with managers of this industry in Taiwan, after screening, we obtain nineteen sub-criteria to construct the hierarchical structure for evaluating the Cable News TV company’s key capabilities. The fuzzy Delphi method is integrated with the eigenvector method to form a set of pooled weights of the criteria. The concepts of normal triangular fuzzy number and linguistic variables “importance” and “appropriateness” are used to assess the importance weighting of sub-criterion and appropriateness of the alternatives under each sub-criterion. Finally, by the hierarchy integration we obtain the final overall evaluation of the capabilities, and apply a Chen’s defuzzifying method for choosing the most suitable one according to their ranking values.
FTVN is the primary news channel used in this study. All methods mentioned above are implemented and experimented in FTVN to explore potential disadvantage and advantage within the industry, in term, to offer a reference to decision makers in the industry.
