However, over the past years, since the environments and conditions for investments were from bad to worse year-by-year, the foreign and Taiwanese businesses have flooded to the Yangtze River Delta for investments, which consequently promotes the prosperous economy in that area. In view of the gradual lose of the advantages of policies and geography of the Pearl Delta area, the Guangdong Provincial Government designed the regional programs for economic development, ranging from Small Pearl River Delta to Big Pearl River Delta to Pan Pearl River Delta. Some indications direct that the model of the integration of regional economy for the Pearl River Delta has being made, such as the Urban Agglomeration Plan of Pearl River Delta made for the Small Pearl River Delta (2004-2020), the CEPA policy carried out with the Big Pearl River Delta, and the acceleration of propelling the economic circle of the Pan Pearl River Delta.
In the course of economic integration, there are several encountered difficulties, including the chaotic competitions among cities, the limits of administrative division on economy, the prevalence of local protectionism, and the severance of duplicate constructions. These difficulties have brought about challenges against the economic integration. Above all, the Pan Pearl River Delta ranges from 9 provinces to 2 special administration regions. Under the restrictions of the unbalanced conditions for economic development, the gaps of per capita income levels, and the differences of social and cultural backgrounds, the economic integration will be very difficult. China expects that the Pan Pearl River Delta Economic Circle can be the major interface for economic trades between China and ASEAN after the ASEAN-China Free Trade Area (ACFTA) is formed in 2010. Is it possible to live up to the expectation? The key point is the success of economic integration.
