The research mainly discusses issues concerned with the role and function of military instructors in senior high and vocational high schools. The research methods are interview and information analysis. With self-designed questionnaire and interviewing outline, the researcher interviewed 15 people, including principals, teachers, the chief military instructors, military instructors, students, and parents of students. By organizing the opinions of the interviewees and combine with documentary information, the researcher draws a conclusion in three aspects as following: the role and duty of military instructors, the system in theory and in practice, and the changes in function of military instructors. First, as far as military instructors are concerned, they are responsible for several tasks, such as the course of General Education in Military Defense, campus security, the discipline of school rules, crisis management, and administrant assistance. Most important of all, they a justice example for students and do every effort to guide and counsel each student to be an honest man. Second, to formulate and practice the Citizens Military Defense Law, there is no denying that the Military Training will be replace by General Education in Military Defense. Ministry of Education should accomplish Teacher Education Law Enforcement Rules as to let military instructors have the legitimate rights to serve and teach in schools. Military instructors, worried about the change of system, are still willing to work in schools. On the other hand, although some teachers in school think they are able to teach the subject only if they have the chance, they are not quite willing to take charge of other works like the maintenance of campus security. Third, the function of military instructors will change since the system reformation. Owing to its critical effect on the military instructors on duty, military instructors have some different opinions from other interviewees. They believe, 1. The system reformation will result in the decrease of military instructors in school. Unless the duty reduces, it will be difficult for them to maintain the quality of their works as before. 2. Campus security and students life guidance will be their priorities. 3. They are willing to be home teachers to manage a class. They can change their roles as the teachers of General Education in Military Defense. Based on the conclusion, the researcher has following suggestions for further improvement: First, the government should accomplish two amendments for Teacher Education Law and Educational Personnel Employment Statutes as soon as possible. In this way, military instructors then have the qualification of educational personnel, so they have the right and legitimacy in serving in school. Second, the subject of General Education in Military Defense should be classified as one in regular courses of Senior High School. Military instructors are equal to specialized teachers who are employed and assigned by school. Third, military instructors have won the affirmative reputation in schools. The Ministry of Education should assist the Ministry of National Defense to assure of their working rights.
