Those strategies and policies proposed by EPA for reducing the amount of waste materials and for the tasks of recycling resources have reached a remarkable achievement. After participating in the practical tasks of recycling resources, however, we found that there is still room for further improvement. Thus, the result leads this research toward the practical phases to investigate the related laws, regulations, and decrees as well as the hardware equipment in order to seek out the shortcomings of the recycling system utilized by the government and to propose our improvement project at the same time. After undertaking the practical tasks, collecting related data, and conducting an intercrossing analysis, we found that all other researches focused on the subjects who removed and deposited those collected and unclassified waste and who didn’t classify the resources until they went back the classification station. If we analyze the cost of classification done by hand and by machine respectively, on the basis of the population and the amount of waste, the classification done by hand costs 2.5 NT/Kg, while the classification by machine costs 0.8 NT/Kg. Through intercrossing analysis, we found that the classification by the latter way would save the cost about 38,770 NT/d, for Tainan City. Moreover, the research reported by Department of Health and Social Security in UK claimed that the victims or casualties of accidents often occurring during removing, classifying, and recycling wastes are ten times the number of those in the construction fields. By analyzing the weight of the unclassified wastes with the weight of the completely recycled resource, we obtained a decisive datum that the loss of the available resources is 1415 Kg/d in Shinshr, Tainan County. After causality analysis, the research result shows that the classification and deposition done by hand lead to an incomplete recycling of resources and that the climate in Taiwan results in the amount of ir-recyclable resources rising. In addition, many classification stations whose operation areas are less than 1000 square meters don’t have to apply for the permission of setting institutions according to the declaration from EPA. This governmental declaration encourages the recycling companies run by the local people to imitate government’s behavior, increases the illegal ways to dispose stolen goods, and enlarges the consumption of the prime cost of the whole social economy. Summarizing the above research results, we suggest that all institutions utilize machine to undergo waste classification and resource recycling all over Taiwan and improve the method of deposition so that they may raise the amount of the available recycled resources, save their primary cost, and lower the possibility of the second environment pollution. Simultaneously, we should amend and enact the related laws and decrees to decrease the unlawful events and to create a safe and delightful work environment. Therefore, our government may not only raise the amount of resource recycling but also offer a safely living environment for the workers. Key words:waste materials、recycling resources、waste reduction。
