| Summary: | 碩士 === 立德大學 === 地區發展管理研究所 === 95 === The policy of the Free Trade Zone is a substantial issue of government in recent years in order to respond the competition of the globalization, and absorb the impact of economy from China. According to the previous policies such as Asia-Pacific Regional Operations Center （APROC）, Offshore Shipping Center and Global Logistics Center, the economic department is going to launch the project which is called "Challenge 2008 national development project" additionally. This proposal is able to make Taiwan become the Global Logistics Center with the free trade harbor area and compete with the other countries like China, South Korean and so on. Moreover, for gaining the competition of Taiwan, it is important to adapt a perfectly Supply Chain Management, industry division of labor, the add-valued policy of enterprise, and good marketing skills to perform it in worldwide business environment.
Meantime, all the cities such as Tainan in Taiwan are eager to strive for establishing the free trade zone. It is because that the policy is able to raise the tax income optimistically for local government. However, in my research, due to lack of completed port logistics and hardware, An Ping Port is only served as the assistant of o Kaohsiung Harbor. Moreover, because of the unstable situation between China and Taiwan, it is not the best time for An Ping to set the Free Trade Zone. Therefore, if we would like to upgrade the role of An Ping in order to enrich the local business environment, it is essential to seek the right strategies to make it become the position of cultural center and also enforce the function to Kaohsiung Harbor. As a result, we can make win win situation for both local and Taiwan.
