碩士 === 開南大學 === 空運管理學系碩士班 === 95 === Global avition security has been greatly enforced since the occurrence of 911.According to the Interational Civil Aviation Organization(ICAO) all cargo carried by civil aircrafts should meet security controls To follow the suit, Aviation Police Office of National Policy Agency of Ministry of the Interior is to implement a regulated agents plan by taking Annex 17 of Regulated Agent Standands of ICAO as reference. The plan, which is set to begin on January 1 of 2008, aims at assisting air cargo carriers to act as regulated agents. And prohibng civil aircrafts from carrying goods that fail to meet security control.This research tried to find out stratgies for seeting up regulatrd agent system in Taiwan by interviewing agencies and organizations involved, including Civil Areonautics Admunistration of Ministry of Transportation and Communications, the Aviation Police Office, and air cargo forwarders. Basing on the results of the first questionnaire, four assessment items weer picked up, Which are safety, time efficiency, econonic efficiency, and feasibility. However, with the analysis of the results of the second questionnaire by using AHP(Analysis Hierarchy Process), and the weighing calculation of exeprt responses, four most important strategies for regulated agent system development were chosen, which are international regulations, qualification certificates, goods processing standardization, and random checking. The fundamental meaning of these four strategies are internationalization, professionalism, standardization, and safety.
