In addition, the project planning and execution are filled with uncertainties because of language and culture conflicts. This study is focused on the non-financial performance indicators and is based on the research findings and practices. It classifies seven critical success factors influencing the success of projects: customer satisfaction, project manager personality, material examination control, customer coordination with project execution, outsourcing project management capability, outsourcing logistics capability, bargaining power with customer and contractor. Based on the identified critical factors, a Learning by Doing Framework of project management is proposed which is used an index for evaluating the project achievement. With the ongoing data feedback, evaluation, analysis, early detected problems, solutions are presented.
