This thesis, on the other hand, focuses on bidding scheme which involves multiple bidding parameters such as Economical Most Advantageous Tenders. Using principles of The Price per Score Point Method as test bed, factors affecting bid winning percentage and possible strategies bidders may take are investigated. Through Monte Carol Simulation, winning percentages of bidders with various performances in several experimental cases are examined. Expected returns in various cases are then analyzed so that key factors can be extracted. Research results shows that bidders with superior performance can expect higher returns in a well-conducted multi-parameter bidding scheme. It proved the fact that multi- parameter bidding scheme can indeed encourage bidders to boost their performance, and thus create a fair competitive bidding environment. It is also found that normalization process of bidding price and performance score can directly affect the performance level of the bidder who wins the bid.
