Taiwanese Army’s weapons and equipments almost purchase from Europe and America, the tasks of procurement and supply of parts for maintenance and repairing have complicated, specialized, time limited, and technical character, if above tasks can be outsourced, it might be promoted supply efficiency and save cost. The purpose of this research is understanding the viewpoints of Taiwanese Army’s officers regarding outsource tasks, and submit to Ministry of National Defense for performing outsource reference in the future. This research is discussing “positive motive cognition”, “policy influence”, “reducing risk cognition”, and “result promotion cognition” in outsource tasks, and the obvious relationship between above four configurations and the background of military officers who have been interviewed, then according to officers’ training school and services army to separate twelve Decision-Making Unit (DMU), to acquire the Efficiency value of above four configurations, and then understanding the highest and lowest military units in outsource knowing and cognition, the calculate methods are: (1) Data Envelopment Analysis (DEA) in “ non financial configuration” (2) on-way analysis of variance ( ANOVA) (3) t Test. In accordance with the result of research, DMU for Reserve Command and Military Police Command’s officers who training in National Defense University, their Efficiency value=1, that is the best unit for outsource cognition and the standard of other 11 DMU. Officers who training in Defense Management College believe outsource can reduce cost and promote efficiency in the outsource motive and expect result survey.
