The courses taken include a gradual reduction of service time for the civilian military force to cut down defense expenditures and an adoption of alternative service system to resolve the problem of refusals to taking part in military service based on religious belief. The purpose of this study is to examine the evolution of Taiwan’s military service system. The goal of Taiwan’s national defense policy is to build up a modernized military force characterized by small quantity, high quality and strong combat capability. It stems from the concept of “effective deterrence” and “impenetrable defense.” This study asserts that Taiwan’s government will continue to adopt a combined system of both the conscription system and the voluntary system. The primary focus of this combined system tends to shift from the conscription system in the past decades and at the present time to the voluntary system in the decades ahead. The study employs all education surrogates in Hsin-Chu City and Hsin-Chu County as study samples in the questionnaire survey. and used Hsin-Chu City and Hsin-Chu County study range, attempting to present their job satisfaction with educational organizations and the performance overview, and based on the study findings, proposes issues worth further examination and material suggestions for administrative or individual reference to promote job satisfaction and performance. The study employs questionnaire survey as methodology, and examines individual issues regarding the surrogates’ background factor, job motivation, job characteristics and job satisfaction. The questionnaire is concurrently served to administrative staff of administrative organizations with education surrogate employees to understand the employer organizations’ level of satisfaction with the surrogates’job performance. Additionally through open questions in the questionnaire, compile, analyze the responses in establishing an outline for interview to undertake in-depth exploration of the relevant issues.
