碩士 === 玄奘大學 === 社會福利學系碩士班 === 95 === It is a service of the substitutability in policies of children that the family fosters and serves, when the child primary family has the crisis, the social worker must exercise the state power, temporarily place the child to foster family, and treat the social worker counselling reconstruction primary family. The child then finishes the placement and returns to the happy home after the parents duty function restores. But in real serving experiences, we discovered that there is phenomenon that temporary foster family services transform into a long-term placement, and after a lot of children enter the system of fostering, they are unable to return to their own family in the planning time plan. The way to return home is out of reach. The study’s goals are , 1.The recollection of the life course experience that the foster child faces in a foster family. 2.The exploration foster child after to place in the process the institute once to participate in the social situation, how narrated the oneself life and regarded foster parents with to foster social worker role. 3.The induction foster child to place the experience difficult position and the adaption, provides the service for children to place the process, plans perfectly and looks after the child carefully during each stage . 4.Provides the government department affiliation by understand the experience that the foster child have, and improves the limit of the child welfare policy. The research conclusion includes: 1.Out of home placement side the social assistance nature, foster child to have depth labelling. 2.The will of the foster child placement in directly affects the adaption situation after placement. 3.The difficulty that happens on the foster child is how to call the foster parents. That makes it difficult to have closer relationship between the child and the parents. And valuing the way that the foster parents educate the foster child is not fair. 4.The relationship between the foster child and the social worker shows both truest and strang. 5. Because the long-term foster children all have the experience of family transformation, they are environment is unable to be stable. 6The primary family environment has not been improving clearly after the return of the foster child. 7.The foster label after returning the family will not disappear, the family member and the community neighborhood all can appraise foster child. The suggestions based on the research discovery to the policy, foster family and foster social worker are as follows: 1.The government social worker should value carefully about the necessity of foster child placement, at the same time make a planning time and the situation lives when the foster child returns home. 2.Suggest the master unit large-scale investigations, and inspect the effect of the long-term foster child placement. 3.The foster family members should learn professional education skills to raise the ability of taking care of foster child . 4.The social worker expansion appraisal foster family inner dynamics and the life adaption of foster child in their communities.
