In order to ensure the teaching quality, the graduates’ international competitiveness of employment and studies has become the key of sustainable operation of university education. The accreditation system of Institute of Engineering Education, Taiwan (IEET), the only domestic accreditation organization approved by The National Science Council and Ministry of Education, equals to Accreditation Board for Engineering and Technology (ABET) which influences the world the most generally. After becoming one of the members of Washington Accord in 2007, Taiwan aims to be on the same track as international engineering education accreditation organizations and help the construction of quality control mechanism of engineering department teaching in universities and colleges of Taiwan. This research includes the concept of program review technique of program management in the process of IEET accreditation promotion and establishes fuzzy Program Evaluation and Review Technique (fuzzy PERT) model to construct the specific programs of accreditation promotion and allow the application of program management to be more practical. Thus, this research applies the concept of fuzzy set theory to program review technique, develops fuzzy program review technique and further finds the best accomplishment time and method for promoting accreditation. In addition, in order to pursue the completeness of overall accreditation promotion, this research includes cost variable in the model of fuzzy program review technique. Since business time and business cost are the data of the experts’ subjective review, this research defines the business time and cost of the program by fuzzy theory to show the fuzziness of the business and estimate total finish time and cost of the program. In addition, it includes the condition of time limitation, work rush of program and cost compensation when the finish time of the program is abnormal and establishes the algorithm model of the question in the framework of fuzzy theory to acquire optimized work rush strategy of minimum total cost of the program.
