Nowadays, a mobile device has become an indispensable good in our daily life. However, this is only limited growth for the emerging 3G mobile service and new generation wireless technology has emerged such as WiFi and WIMAX. This is mainly due to market saturation in voice service sector that leads to difficulties in obtaining more profit by global and Taiwan mobile service providers. The above factors indicate that telecommunication service providers have to adjust their business strategies and create great value to survive in such a competitive and dynamic market. Contribution of this research will conduct value management pattern to create and management enterprise value; the research will start from industry analysis and strategy, and then generate key success factors from all perspectives that contribute to telecommunication operator. Next, will analysis resource and core competition capability of Fareastone Telecommunication Company. Finally, use Balance Score Card to conduct value performance management, and then make sure enterprise will create great value for stokeholds.
