It is not only offer flexible working labor in business peak time but also can cost down enterprise’s personnel expenditure. However, the contracted professionals are more unstable and usually turnover high. That will hurt enterprise’s profit. Therefore, how to select the right employee through in interview is one of the important things to HRM professionals. This study tries to find the selection criteria and model of contracted professionals in IT service industry. The research begins with a literature review and a series interviews. Then we develop selecting criteria through Delphi technique. We got three major elements in the structure, which are professional skills, working attitude and personal characteristic. We also identify twenty-three criteria which are: professional skills, professional knowledge, business tacit, related working experiences, innovation, independence, problem solving skills, reaction, logical thinking, cooperation, willing to share knowledge and experiences, responsibility, ambition, team work, compliance, communication skills, loyalty, learning ability, will power, negotiation skills, aggression, adaptability, friendliness and human relationships. We also conduct an AHP method to find the criteria weighting and got the final model. At last, we test our model in a real case. We find our model is effectiveness because our results are highly related to employees’ job performance
