In addition, this study analyzed how the parents’ school choice was executed during the period of compulsory school in U.K. and U.S.A in present situation in order to realize the process of parents’ school choice in Lou-dung, Yilan County, and its influences on the development of both rural and urban areas. With questionnaires (462 samples, 420 effective samples, 90.9% available) analysis and experts interviews, this study got the following conclusions: 1.The ‘school district division’ help the schools to understand future trend of new students, however, it prevents parents from having the right to choose their children’s school. 2.Parents’ school choice, on the other hand, resulted in an unfair situation. 3.To change children’s school region is the first choice when choosing a school. Meanwhile, studying atmosphere, teaching effects, equipment resources, the proportion of entering a so-called famous senior high school after graduation and the cram school are essential factors for those parents when choosing a school. 4.The school should strengthen the teaching effect and combine the characteristic approval of community development to improve the imbalance schools between urban and rural areas. 5.Agree to the policy that limits the capacity of a single class. At the same time, we should consider the equal allotment of educational resources between urban and rural areas. In other words, we have to assign it as fairly and reasonably as possible. 6.Set up the system of Teacher Appraisal, the System of Job Rotation. Balance the development of schools both in urban and in rural areas. 7.Generally speaking, we approve the idea of community school. We hope to redefine the school regions, combining the schools in the neighborhood. We believe that it is inevitable to terminate some certain school. According to the conclusion above, I will propose the following suggestions: First, the suggestions to the educational competent authority 1.Improve and law of entering schools, explain the multiple choice of school region policy, so that the parents could choose the schools their kids really reed. 2.Plan and run the feasibility of stepping the studying area or the educational alliance as an experiment; It is wide to arrange education funds, encourage the school to develop the characteristic. 3.Also, our government should improve related legislation for teachers and evaluate the possibilities of the Job Rotation of Teachers. Second, the suggestions for the junior high schools 1.Set up the system of The Teacher Appraisal. Encourage all the teachers for further studying to improve the quality of teaching. 2.Combine the local industry and strengthen the communication with the community. Shape the school reputation and characteristics. And prevent the children from going to the schools of other school regions. Third, the suggestions for parents of students. 1.Parents should do the data collecting of every school, assess the difference of the educational field in accordance with child's personality to choose the suitable school. 2.Parents should participate in the school activity voluntarily, promote the comprehensive quality of the school.
