Besides key and wallet, Mobile phones have already become the third requirement of life. In some area, it becomes the only and the most reliable communication facility. Mobile phones are very popular because they make people communicate everywhere without the hedge of distance. It makes us convenient for communication, becomes a requirement during life and work for contemporary.
According to National Communications Commission, over 50,000 legal base plates built in Taiwan. Officials of the Ministry of Communications expressed that there are 60% base plates built in residential sites. Civilians can’t stay aloof from this, This study reorganized relative literatures that published by authority organizations all over the world, tried to make our civilians understand the risk of mobile using.
Some people are afraid of the electromagnetic wave, one of the reasons is the information reported by media that is not yet confirmed by science research. Such kind of reports made the mass population panic and anxiety to the dangerous not yet be proved. The report of WHO ( World Health Organization) pointed out that we can promote the mass population’s confidence and acceptance by planned education and effective communication and some other relative measures. So this study took the effect and essentiality of electromagnetic wave as the main shaft and used the brochure of " Electromagnetic Wave" from Bureau of Healthy Promotion. Our participants are adult students from Fo Guang University in I-Lan area, this study used a questionnaire to exam their cognition before and after reading the brochure of " Electromagnetic Wave", there are two moderator variables-propaganda group and media frame effect for this study to exam the difference on cognition.
The major results can be drawn as follows: participants are obvious increasing in cognition and attitudes after mass media campaign, obviously it had corresponding effect on mobile phones propaganda. Under media frame effect, civilian still have some misgiving at mobile electromagnetic wave may hurt our healthy. Besides continuing propaganda at mobile, This study offered civilians, Government and telecom companies possible solutions and relative suggestions to mobile health misgivings.
