The World Health Organization (WHO) pattern of Safe Community operation has also been recognized internationally for its alleviation on injury and advance on safety. Safe Community was exercised in Taiwan since July 2002, and four communities were recognized simultaneously in October 2005. Among them, Fongbin Community in Hualien was the object of this research for the purpose of understanding the operation pattern and function of its organization network. Above the six major indicators of Safe Community, there exists a multi-department and cross-sphere organization. Through an injury survey system, it collects the data of local accident injury as the ground of drafting and practicing the safety program. With its nature of crossing public and private sectors and NGOs, the organization concentrates local resources and redistributes them to those in needs most. Compare to public sector, Safe Community saves a portion of personnel expense and possesses upgraded efficiency due to its volunteer basis. Without the support from large enterprises or academia, Fongbin Community resorts to outsourcing on the strength of “Taiwanese Community Safety Promotion Center.” Through in-depth interviews, it is safe to draw the conclusion that the inhabitants are getting further acquaintance and identity with the community while participating these activities, and holding higher satisfaction to the administration of the public sector. With merely four years’ duration in Taiwan and the new pattern of organization model, the Promotion Center is facing the challenges common to NGOs, including budget, long-term operation and development, cultivating professional local volunteers, and etc. These are the issues to be concerned with in the future. 郭冠廷 2007 學位論文 ; thesis 139 zh-TW
